A plan is just an idea until you are ready to put it into action. There is usually a process. If it is simple like chores write down what you want to get done and the time frame, then get to work. If it is a big project like building something, then it takes time to get organized and iron out all the details.
Today is Good Friday. We should take some time to really think about how God's plan for Jesus began before the world was even created. Think about what Jesus went through to make sure that the plan was carried out. Remember His example of love to be able to carry out the plan. Planning began with God, but we have our part too.
Nehemiah began his plan before he ever left Persia. He finalized the planning when he saw for himself the state that Jerusalem was in. He had the personality to carry out the plan without allowing people to interfere. That does not mean that he did not listen to opinions or ideas of the people. It just means that he didn't take any detours. It mostly worked because God was behind it, but he had to do his part.
Nehemiah gave different responsibilities to different people. He let them do their job, so he could focus on the job of being the manager. It began with the gates. Nehemiah had the priest, Eliashib, in charge of leading the other priest in installing doors. Once each section was finished, it was dedicated to God.
Each family was responsible for different sections of the wall (closest to their homes). He organized it this way, so that the work would be fair and people would be more invested into the work being done well. Everyone was involved including the women and children. Every person has a purpose no matter the color of their skin, their sex, or their age. Every person has a plan. We just need to carry it out with the guidance of God.
