Israel did not listen to God's warning of judgment. Part of the reason was because the spiritual leaders did not give it heed. The led the people to rebel against God's discipline. Much like our world today: your truth, what makes you happy, what feels right.
God spoke through Hosea to the Priest (the spiritual leaders of the time) about how judgment would be applied. All the rebels would be slaughtered because they defiled Israel. Not just the priest, but the nation's leaders too. They had become an infection that needed removed for the nation to be able to heal.
God knew the people of Israel, but they did not know God. They had a spirit of promiscuity. They betrayed God with how they chose to live their lives. The punishment was desolation to the point of no rescue. When God decided to depart he took compassion with Him. Things would not change until they chose to turn back to him in their their guilt. Only when they sought Him would he take their distress.
God knows the heart of everyone. He knows what you try to keep hidden. He knows how each person is corrupted. It is arrogance that testifies against people. He knows who is unfaithful and who fights to be faithful.
