Moab had been enemies with Israel from what seems like the beginning of humanity. The two neighboring cultures clashed. When God gave Isaiah his visions, He laid everything out for the prophet. That includes a prophecy about Moab.
The prophecy of Moab was about it's destruction. In a single night their world would be devasted. Anyone that survived would mourn because they would lose their nation. Their cries could be heard from a great distance.
They would not have vegetation, wealth, or a way to get it back. All that they had would be gone. Their water would be full of their blood. Anyone who remained would be easy prey. They became helpless.
