God's Vengeance

Nahum was an oracle around 650 BC.  His ministry was after Jonah, but it concerned Nineveh too.  God gave Nahum a vision and his three chapter book is a record of that vision.  God is jealous for us.  He created us and loves us.  He wants the best for us and we reject Him and all He tries to do for His creation.  This is why He releases His vengeance on those that become His enemy.
God may jealous, but He is slow to anger.  That means when He does get angry big and terrible things are going to happen.  He is the creator of power, so He controls everything we consider powerful.  He will use that power to punish the guilty.  He has to because He is good.  He at least warns the people that will listen to take refuge.
Nineveh had had their chance and they blew it.  They returned to their wicked ways as Jonah probably presumed they would.  This time God was going to destroy them.  He sent Nahum to have them prepare for death.  There would be a flood that leads to darkness.  He would not allow oppression, drunken evil, or wickedness to rise up again from that city that was known for cruelty.
God ask that each person that makes a vow fulfill it or it will be your demise.  Avoid wickedness and follow God.  This is how you can avoid destruction.  He cares for people.  He love you.  The wisest thing you can do in life is take your salvation and trust Him completely.  Through salvation your punishment will end.  What breaks you now will be removed.
