Zechariah's visions came back to back. The angel that led the visions never told him what to see or directed his visions. He would just ask what Zechariah saw. That makes me think that the angel either wanted Zechariah to discover the truth for himself and he would give an explanation. Or, there were options in the visions. He maybe had many different things that he could have seen.
The sixth vision was of a flying scroll (the Toreh). The scroll was a curse that covered the world. All the people that have sinned (not obeyed what was written on the unread Toreh) and gone unpunished would be affected by this curse. It is the curse of disobedience. It will destroy their homes. It would tear down their lives piece by piece.
The seventh vision was of a woman in a measuring basket. The measuring basket represented all of the iniquity of the land. The lid was lifted. Zechariah could see a women sitting in the basket. She represented wickedness. The angel shoved her back into the basket and replaced the lid. Then two woman approached. They had wings like a stork. They lifted the basket into the sky to Babylon. There she built a shrine to place the basket upon. It represents a life of idolatry.
