The Tower of Babel was bad because it is considered the post flood rebellion against God. The people had created a Godless culture a lot like the one we live in today. It was a one world government and all the people gathered in one place to establish their order and godless system. The tower is not what was bad. It was the hearts and minds of the people that were bad.
Nimrod was the great grandson of Noah through Ham's lineage. He was the ruler of this godless culture. He was considered a mighty hunter against God. Maybe he resented the curse Noah placed on his family. Maybe he was mad at God for destroying the world thinking God as a tyrant instead of seeing Him in a full perspective. We don't know for sure what Nimrod's motivation was, but it was evil.
Nimrod's name means rebel. He was the forerunner for atheism. He separated God from his life and became the first dictator. He sought to dominate the world without God being involved. His pursuit was to bind and dominate all people. We know God is not a tyrant or dictator because He pursues people to bless them. He gives people freewill.
Babel was the city of Satan. It later became Babylon. It was the first kingdom of man. If it was led by God, then it would have worked. However, it was led by darkness, pride, and false religion. It was doomed to fail before it even started.
